There could be several reasons, but I will walk you through a few of the most common and help you fix them in under 5 minutes.

1 - Too many startup programs.
If you have too many programs that startup with your computer this can lead to a major slowdown, especially if you have low ram. For optimal boot-up times uncheck some of these programs from starting up in the MSConfig menu (start, run, Msconfig). This will also free up your ram to open things like your browser or word processor more quickly.

2- Spyware, Malware, and Viruses
If you surf the net a lot and don't have an anti-virus system active (bad idea), then your computer could be riddled with spyware and viruses. Every program you have ever installed leaves information in the registry, even after it is uninstalled. If you've never run a registry cleaner before, then all that information is bloating your registry and slowing your computer down.
